Population and Survey Analysts (PASA) provides data about projected future enrollment growth that plays a key role in helping school districts complete successful bond elections. Over the last 2 years, every school district that utilized PASA’s data passed their bond elections, while the statewide average was only 80% (192 passed and 48 failed).

In the past two years, PASA provided data for 9 school districts who went on to raise over $4.4 billion. In 2014, PASA prepared enrollment projections data for four of the six school districts with the largest bond elections in Texas (Cy-Fair I.S.D., Frisco I.S.D., Katy I.S.D., and Fort Bend I.S.D), with Cy-Fair I.S.D. approving the highest total ($1,209,208,000). In 2015, PASA prepared data for 2 of the top 6 school district bond offerings (Klein I.S.D. and Conroe I.S.D.).

PASA uniquely places a strong emphasis on the difference between current school capacities and projected future enrollment. PASA has committed to provide school districts with rigorous, forward-looking, and transparent data on future enrollment potential, so the school districts can then rely on this data as they make important and expensive decisions about future facilities. Additionally, the public can have confidence that a thorough analysis has been completed to support the bond election recommendation, and that the funds for new facilities are truly necessary.
